I'm not sure about bass, but guitar strings either get so dull sounding from acidy sweat that it's obvious that it's time to change them, or if you don't have that corrosive body chemistry, they become flattened out where they hit the fretwire and lose the ability to be tuned up accurately. The flattening out also makes them dull sounding, but at a slower rate than the acid sweat.
