Hello everyone

I am very new to the guitar and i dont really understand those tab information, what does he really mean with the time thingy? anyway thats not really the problem, the "big" problem is i dont exactly understand how to learn to play the guitar,
i mean shall i just sit down, get those chords to my head and play them etc?
