Rainy Day Waltz - why is it so beautiful

The progression from B7 to Em to C sounds so sad and wistful. Leaves a lump in my throat when I hear it and the great part is that I can make the same sound. Is there a technical, music theory, kind of reason why this progression sounds so great?
