New wiring? Why, what's wrong with it? Anyway, most folks who repair guitars either charge by the hour or the job. Just find out what the rate is and what you might expect when you take it in for an estimate.

I was quoted 50 to 100 bucks depending on complexity.

You can buy a Squire for not much more than that tho so I would get an estimate first.

The knobs? DO you mean the potentiometers? The little rods that the knobs sit on?
If that's the case, it could be that the knobs were pulled off, or fell off, then the nut that secures the pots could have come off and the pots simply fell inside the cavity.
If that is the case, it should cost a few bucks but not a lot. The guy would have to remove the strings (or loosen them a lot) to pull the pickguard off. They should be attached to the pickguard. I've done some minor work on Strats before and it shouldn't take too long to do it. If the pots are gone, dude, something was seriously wrong!

The GfB&B Guitar Slide Rule
Download the PDF of the 'Guitar Chord Slide Rule', print it out, fold it together and you'll have at your disposal a very neat tool that will not only show you all the positions for the main flavors of chords, but will also teach you a very important lesson about how the guitar works... It consists of a folded sleeve and six double sided inserts, instructions for cutting it out and folding it together are included with the PDF ... it's very simple to do, and if you botch it, you can simply print it out again!
