Can anyone tell me what the term 'sealed tuners' implies?

Sealed tuners just means that the gears of the tuning head are encased in metal. Classical guitars and some really cheap steel string guitars have unsealed gears that you can see. Just google for the two and it will instantly become clear.

yeah, what allthumbs said. Also, in my experience non-sealed tuners tend to be less reliable than sealed tuners. They seem to have problems staying in tune, probably because dirt can get caught in the gears. Their tuning ratio is also poor I would assume.
