Scale length is the distance between the nut at the top of the fret board and the bridge - basically the length of the strings on a guitar.
On guitars with a shorter scale length the strings do not need to be so tight to reach a given pitch - this has an effect on the playability (easier to fret and bend strings of a given gauge) as well as the tone.
Peoples preferences vary on what they find most suits their playing style.
