When you say you can't seem to get anything down, what process are you using? If you're having trouble writing a melody, start with a simple chord progression and that may suggest a melody. Lyrics are another matter; but if you have a melody and a chord progression you at least have a rhythm you can fit a lyric too. When writing songs I find that can be easier than doing it the other way around (starting with the lyric). For a good lyric you need inspiration and emotional content, so write about something you feel strongly about.
