Action Height for a Beginner

I just bought an inexpensive used six string for my wife to use and the strings are pretty far above the first fret and her fingers are getting sore from pushing the strings.

I don't want her to get discouraged.

I filed the notches in the nut so the strings are closer to the frets thinking that would help and it did a little. But I think I can go closer.

How far above the first fret should the strings be for a beginner? And how do you keep from making the notches too deep?

Should I also look at filing the notches in the bridge?
