  Choking

I wonder if you can help with this. I have what I think is called choking on the first and second strings (was third too but I raised it) from about the twelth fret upwards. All is well till I bend a full tone then the string goes sort of dead and feels nasty. The strings seem to catch the frets at the heel of the neck. It is a new set up but the neck was second hand and has been used though it has no signs of this at all. Strings are already a little too high on 1,2 and 3 and I am happy with the neck relief and shimming. Is this likely to be a case for dressing the frets? If so, how? Be grateful for any feedback.
