Like allthumbs said it could be a strum or or a 3 string pluck. The best way to tell which, is to listen to the song your trying to play. You should be able to tell wether the artist is strumming or plucking and finger picking, just by listening to it. The same goes for timing. A tab might look like this:

3---3-----3----
2--------------
0--------------
x--------------
x--------------

And unless you've heard the tune recently you wont know how fast of slow to play the tab. Generally the further apart the chords or notes are in a tab the more time there is between them, but it's not exact.
