It is a beautiful change , the IV to the iv, isn't it? It's a fairly standard one too ... Georgia has it, many of those jazz/blues tunes from yesteryear have it ... it was almost part of the songwritng formula back then. Desperado has it ... By moving to the iv, you're really changing key momentarily.
To try and describe why it sounds so good is a bit like describing why two colors go together nicely. They just do.
