The parts are really cheap as you will see if you google for new knobs and tip. The tuners are not expensive either. If you don't care about the looks, your tech probably has a couple of old tuners kicking around. A decent new set wouldn't cost that much. Sounds like the guitar needs the wiring grounded. Even if worse comes to worse, a rewire job is only going to cost you somewhere between 60 to 100 bucks depending how you want it wired up. All told your total cost could be 50 to 120 bucks or so. You are getting a bargain at that price. Go for it. The axe has been played in a band and has the battle scars to prove it. Add in the mojo factor too. Cool axe.
