You can do it either way X. Play 4 beats of each chord then play it again and using the Key of A, play 3 beats of E, the V chord, and the 4th beat as an E7. Hear the difference, Has a different feel doesn't it. Both are fine. The 7th just adds a much stronger resolution back to the I. Very common in blues.
