I'm not enough of a pedal user or electrician to really answer that. It would seem that switch is just supposed to work that way, which I think most switches like that I've dealt with work that way. You could try to see if there's another lead on the switch to swap a wire so it activates in a different physical position, even reversing the current wires perhaps.
