Neck pickup is almost completely quiet

I just bought my first electric guitar with neck and bridge humbuckers. Somehow I didn't notice that the when the pickup selector is pushed toward the neck, the guitar has almost no signal, and there is no discernable difference between the middle and lower positions on the switch.

I know that the bridge pickup is supposed to be quieter than the neck, so maybe the switch is just turned around backwards, but it's not just quieter, it's dead quiet. If I adjust the 'bridge' volume to a comfortable playng level, then the 'neck' position might as well be an off switch, but I can hear it if the volume is high enough.

What do you think the problem is? I'm thinking either 1) bad pickup, 2) bad wiring or, 3) bad pickup adjustment (should the pickup cores be directly under the strings? cuz they arent on either pickups).
