Pretty much on top of the fret wire. That's the only way I can come close to stretching my ring finger into the third fret at all (and it's towards the back...closer to the 2nd fret wire). Put a rubber band right around the finger you want to strengthen on both hands with your hands up against each other and pull back on the finger repeatedly.
